What is Request for Special Exam Due to Financial Issues about?

A parent wrote a letter to the Chairman of the College of Nursing requesting that her son, a Level III nursing student, be allowed to take a special examination for the pre-liminary exam. The student was unable to pay the balance of his fees on time due to financial problems the family had encountered. The parent stated they would provide a receipt showing the remaining balance and apologized for the situation, hoping the Chairman would give it kind consideration.
