Rule 1 of the International Regulations for Preventing Collisions at Sea describes the application of the Rules. It states that the Rules apply to all vessels on the high seas and connected waters navigable by seagoing ships. Special rules may be made for specific waterways that must conform as closely as possible to these Rules. Governments may also establish additional signals for military or fishing vessels. Traffic separation schemes may also be adopted under these Rules.
