The document describes the process of synchronizing active alarms between the front end and back end systems. The front end makes an initial REST call to retrieve the active alarms from the back end. It then subscribes to broadcasts for new/updated alarms. When it receives broadcasts, it adds/updates alarms in its local table. The back end also broadcasts alarm status changes to the front end.
