What is Rethinking Ruling Class in Marxist Theory about?

The document discusses issues with Marxist theories of the state and proposes alternatives. It argues that critiques of instrumentalism fail because they assume a class-conscious ruling class. The essay proposes conceptualizing a division of labor between capitalists and state managers, and developing a structural theory to explain how the state serves capitalist interests without conscious control.
