What is Minor Conditions and Balance Mechanics about?

An old attempt at porting over the Balance mechanic from the Avatar: Legends RPG into D&D 5e. It can act as an incentive for true-to-character roleplay, or simply exploring the themes of ATLA using their own mechanic in a more familiar system.
