CKGA produces master cardscontaining Master Keys and distributes them to state or district offices. District level distributes the file key cards using master keys, personalizes them and distributes to a lower entity managing the project. For KMS to be in place, Parent Seed Keys are required to be generated one time in the beginning of the System life. There will be five Parent Seed Key Cards (PSK Cards) containing four Parent Seed Keys. Any three of these cards will be required at any point of time to
