The Democratic Movement in Italy By 1870, with the defeat of the Habsburg army in Italy, the collapse of the temporal power, and the establishment of a unified constitutional kingdom, their goals of the 1840s were achieved. In the 1860s and 1870s their primary concern was to consolidate and to strengthen the institutions that they had crafted after their favorite political and social models, France under Louis Philippe and England after the Reform Act of 1832. Other protagonists of the national struggle, however, dissented from the moderate liberal majority and flaunted their credentials as authors of subversive tracts, conspirators, barricade fighters, or guerrillas. The true Italian Revolution, they argued, had not yet come and never would until the masses were able to identify with at least some of its principles and goals. National liberation, unification, and secularization had indeed been necessary, but they were not sufficient premises for the democratization of Italian society.
