St. Andre Durand Balcombe was born in 1829 in Utica, New York and later settled in Winona, Minnesota where he was elected to the Minnesota Territorial Legislature in 1856 and 1857. In 1861, President Lincoln appointed him as Indian Agent for the Winnebago in Minnesota and he was later re-appointed in 1865 as agent for the Dakota Territory. In 1865, Balcombe relocated to Omaha, Nebraska where he purchased the Omaha Republican newspaper and was involved in rivalries with the city
