Part i has no ideal title, but 'Grand strategies' conveys the general intention. 'Grand strategy' is a conceptual level of warand object of theoretical discussionwhich conventionally is situated above 'strategy', 'operations' and 'tactics'. It describes what, in the broadest terms, a state at war wishes to achieve, and how. The term was used by the influential British military thinker J. F. C. Fuller in 1923, in the aftermath of the First World War, although his definition was rather different: something concerned not just with the 'movement of armed masses'which was simple 'strategy'but with the material and psychological 'motive forces' behind such movement. 1 In 2001, Michael Howard argued that Nazi Germany had a 'coherent Grand Strategy for attaining [its objectives]': to use its limited resources 'to conquer her neighbours in Western Europe and use their resources to undertake the conquest of the East [i.e. Russia]'. 2 This strategy failed because it attempted too much.
