The Supreme Court reversed the order of the Public Service Commission that granted a certificate of public necessity and convenience to Nazario S. Jureidini to operate trucks in Bohol Province where Bohol Land Transportation Co. already operated as a common carrier. The Court held that before granting a competing certificate or revoking an existing one, the existing carrier must be given opportunity to improve its service and be notified and heard. Mere possession of a public mail contract is not sufficient
