This report, the result of a three-year study undertaken within the framework of the OECD Urban Affairs Programme, advises governments to determine more clearly the appropriate role of central and local government in housing, and argues that more cohesive and consistent housing strategies should be developed which take more account of the interrelationships between the different types of tenure arrangements available on urban housing markets. It also examines the role housing policies can play in supporting or initiating urban regeneration, and recommends that governments should aim at developing pricing and rent structures which reflect more fully the real cost of housing and the value of housing services provided
