California law requires homeowners associations and owners to submit disputes related to enforcing governing documents to alternative dispute resolution (ADR) instead of litigation. The law applies to the association through the board of directors and any owner of record. It does not apply to private disputes between owners or disputes between the board and a third party. Disputes excluded from ADR are those involving assessment collections over $5,000, actions where the statute of limitations would expire
