Focusing on the two critical issues of growth policy and land use policy, Luther Carter examines the management and use of Florida's land and water resources from the beginning of statehood in 1845 up to the present. He chronicles the maneuvers of exploiters -- land speculators, local politicians, and seemingly uncaring state and federal agencies -- to give a picture which should serve as a warning to other areas. The author shows, by such specific examples as the search for a site for Florida's new jetport and the attempts to build the Cross Florida Barge Canal, that enlightened land and water management must be an integral part of any state government..."
