What is Aid Impact on Insurgency in Afghanistan about?

The study examines the effect of a US counterinsurgency aid program in Afghanistan on insurgent violence. It finds that insurgent groups strategically respond to such aid by increasing violence in contested districts, calling into question claims that aid can help extend government control. The results show that aid only reduces violence when distributed in areas already under government control; in contested areas it in fact increases insurgent attacks significantly.
