What is Klingon Council about?

The Klingon council debates their next moves regarding their alliance with the Federation. Young commander Kaarg argues they have lost honor and should break ties, but elder Kor argues for maintaining the alliance for strategic gains. They agree to have Kirk removed from command of the Enterprise to appease anti-Federation factions in the Empire. Meanwhile, a sharp-toothed man named Callix follows scientist S. Kennedy, who is carrying classified gravity equations, into his vehicle.
