The Base Station Controller (BSC) is connected to multiple Base Transceiver Stations (BTSs) through the Abis interface and controls several attached BTSs. The BSC manages radio resources and handles handovers between cells under the same BSC, allocating radio channels, frequencies, and collecting power and signal measurements from mobile stations. A BSC can be located near BTSs or the Mobile Switching Center depending on the optimal configuration.
